The Marine Offshore Renewable Energy (MORE) team from the University of Algarve plans to redeploy the scaled Evopod tidal unit off Portugal in mid-September 2017.The team from the University’s Centre for Marine and Environmental Research (CIMA) retrieved the 1:10 scale Evopod unit late in August for maintenance, after having been deployed at Ria Formosa, a coastal lagoon in the south of Portugal, for one month. The deployment is part of the SCORE project whose goal is to examine the behavior of small-scale tidal current turbine in a shallow-water estuarine environment. As reported earlier, the turbine hit the waters of Portugal early in June 2017, after which it was retrieved for battery replacement and electronics waterproof sealing. As the delivery of the new load cells required additional time, the team redeployed the unit in mid-July to gather data on turbine performance and tension forces in the mooring lines, the CIMA-MORE team informed.André Pacheco, one of the members of the MORE team, said: “We are waiting the arrival of four load cells for each of the mooring lines and to replace the battery, since the one existent failed to charge through the solar panels during the low flow on neap tides. We will now incorporate an extra solar panel and a battery with extra amperage capacity. The redeployment is scheduled for the middle of September.“Meanwhile, we were able to collect performance data for an entire month as well as noise levels that will be now compared with the baseline study.”Pacheco added that the marine biologist team is proceeding with the analyses of the seabed and the interaction of the turbine with the wildlife using collected ROV footage. The SCORE project will consider both the impacts of the turbine on its environment and the effects of the flow conditions on the turbine. The insights from the project will be collected in a socio-economic report, which is expected to offer guidelines for tidal energy converter implementation projects on similar coastal lagoons and estuarine systems worldwide. To remind, the scaled Evopod E1 unit was leased by the University of Algarve from the UK-based tidal energy developer Oceanflow Energy.
President Trump’s administration Thursday afternoon upgraded its warning to Americans against all international travel as the coronavirus pandemic continues to spread. The State Department has issued a new alert which urges Americans not to travel abroad under any circumstances and to return home if they are already abroad, unless they are planning to remain overseas for the foreseeable future.“The Department of State advises U.S. citizens to avoid all international travel due to the global impact of COVID-19,” the alert reads. “In countries where commercial departure options remain available, U.S. citizens who live in the United States should arrange for immediate return to the United States, unless they are prepared to remain abroad for an indefinite period. U.S. citizens who live abroad should avoid all international travel.”Before the upgraded warning, the department’s advice to U.S. citizens was to “reconsider” all international travel under a “level three” alert. The new, global “level four” warning is typically reserved for specific countries embroiled in conflict, natural disasters or where Americans face specific risks. However, the upgrade is not mandatory, and there are currently limited transportation options for international travel. The only way to ban Americans from traveling abroad would be to invalidate the use of U.S. passports, a ban that is currently in place only for North Korea. In addition, the main impact of such travel alerts is to cause insurance companies to increase customers’ premiums or to cancel travel policies for group and individual tours. Many of those had already been cancelled before the alert was raised to level three earlier this week.On a related note, the State Department has already advised Americans that many U.S. embassies and consulates around the world are operating with reduced staff and hours due to the COVID-19 outbreak, and that services for Americans who are in need of assistance are limited.
Facebook30Tweet0Pin0Submitted by City of OlympiaThe Annual Thurston County Homeless Census will be conducted on Thursday, January 25, 2018. This effort is part of a nationwide “Point in Time” (PIT) Count of Homeless People” that determines who is homeless and why. Census workers will fan out across the County to conduct a street census, survey people at food banks, community meals, and other places that offer survival commodities and operate four Homeless Connect Events. All shelter and transitional housing providers will count the people staying with them on the night of the Count. If you can help, please contact Faith Addicott, Homeless Event Manager at 360-709-2679 or [email protected] Connect Event LocationsSingle adults: Providence Community Care Center, OlympiaYouth: Rosie’s Place – Community Youth Services, OlympiaFamilies: Family Support Center, OlympiaRural: ROOF Community Services, RochesterFor more information, please visit olympiawa.gov/housingAbout the Thurston County Homeless CensusThe Annual Homeless Census is managed by Thurston County, with the City of Olympia coordinating all Census activity.Census results are compiled into the County’s annual “Point in Time Count of Homeless Persons Report” and reported to the state and federal governments to ensure a proportionate level of public funding for local shelters, transitional housing, and related supportive services. According to Thurston County Commissioner Bud Blake,“Over the past decade, we have invested millions of dollars in community-based programs and projects that have helped hundreds of homeless families and individuals get back into housing and resume their lives,” said Commissioner Bud Blake.“Unfortunately, the results of our annual Homeless Census reveal that each year new people fall into homelessness due to job loss, rent increases, unmet health needs and other challenges. We need the best possible data to ensure that our limited funding goes to resources, proven programs and best practices.”Commissioner Blake notes that the results of the 2018 Census will be used to chart the County’s progress in its soon to be released five-year plan to reduce homelessness by half.Locally, census results are shared with all community stakeholders – policy makers, funders, service providers, concerned citizens and the homeless themselves. The final report will also include an assessment of available resources to help people get back to independence.New for 2018This year, the City will go beyond the state-mandated Count of Homeless People to include a pre-dawn door way count and a camp census. These efforts, funded directly by the City of Olympia will focus on getting a more accurate head count in addition to collecting the more detailed personal information called for in the PIT Census. While the full census will still be conducted, the City’s count is intended to reveal the true number of unsheltered people and to release the results as soon as possible.“It’s critical for our County to know who the homeless are before we can address ways to help them get back on their feet and invest our resources wisely,” said Olympia Council Member Jessica Bateman, who noted that most of the existing resources are located in Olympia. “When our homeless safety net fails, it hurts our homeless neighbors, and it also impacts our downtown and neighborhoods.”Previous Year’s DataThe original goal of the Homeless Census was to use the data to guide efforts to reduce homelessness by half. Started in 2006, the first census found 441 homeless people, which defined the goal to reduce homelessness by half to a total of 221 homeless people. In January of 2017, the Homeless Census found a total of 534 homeless people, representing a 21% increase, or 93 more people than identified in the 2006 census of 441 people. However, the 2017 Homeless Census results did indicate a significant 45% drop in homelessness from the 2010 all-time high of 976.
